One of the most important sections in the preparation of projects of various complexity and type related to capital construction and reconstruction is the development of PMOOS. This is a list of measures that must be taken during the work to ensure environmental protection.
Features of the PMOOS project
The project contains:
justification of the alleged measures for the protection of nature;
ways of rational use of natural resources;
measures to restore or reproduce the resources used in the framework of environmental protection actions;
Environmental safety measures.
They develop the PMOOS project without fail, since this is an integral and mandatory part of any design documentation, regardless of what type of capital objects it is prepared and what type of work is to be done. Regulates the draft for the facilities Decree of the Government of the Russian Federation No. 87. It explains which list of sections should include project documentation, the norms and requirements for the content of these sections are indicated.
The list of measures for environmental protection or PMOOS is different for each of the industries and depends on the parameters of the object. The composition and this section of the design documentation is specifically specified for each industry in relation to the specifics of the enterprise of the corresponding industry.
The cost of work on the preparation of PMOOS
Any PMOOS project is individual, and therefore the cost of its development is different and set for each individual construction or reconstruction object. The final estimate is influenced by the volume of work and the field of activity of the enterprise. As a rule, the following information is obtained as part of the design documentation:
characteristics of the natural and environmental parameters of the terrain of the upcoming works;
impact on the environment;
calculations of potential soil pollution, atmosphere, underground and groundwater;
recommended measures to reduce the harmful effects of negative factors in the work;
proposals for sanitary cleaning of the territory and its landscaping after the end of work in the case of the destruction of the green zone and separately growing plants;
determination of the emergence of possible hazardous waste and recommendations for organizing their elimination.
Coordination of the project
After drawing up the list of measures of the PMOOS, its coordination is carried out. A positive conclusion should be present in the design documentation. Without it, it is impossible to get a similar positive conclusion of the examination for all design documentation, and, consequently, for work as part of the project.
